    NextEra Energy’s Duane Arnold Nuclear Restart Lands $1.9bn DOE Loan

    The Duane Arnold nuclear restart cleared a major financial hurdle on 8 September 2026, when the US Department of Energy closed a $1.9 billion loan to NextEra Energy under its Title 17 Energy Financing Programme, administered through the Office of Energy Dominance Financing. The money will fund the refurbishment of a boiling-water reactor in Iowa that has been dark since 2020, when a rainstorm damaged it and cheap natural gas made repairs uneconomical.

    The loan is the third the federal government has closed for a shuttered nuclear plant in under two years, tracing a consistent line of policy from the Trump administration. A $1 billion loan for Constellation Energy’s Crane Clean Energy Center, the restarted Three Mile Island Unit 1 reactor in Londonderry Township, Pennsylvania, closed in November 2025 and was described by the DOE as the first combined conditional loan commitment and financial close it had ever pursued. A separate $1.52 billion loan for the Palisades plant in Michigan, an 800-megawatt facility that shut in May 2022, preceded it; if the Nuclear Regulatory Commission approves a restart, Palisades would become the first reactor ever recommissioned in the United States.

    The Duane Arnold Nuclear Restart and Its Regulatory Hurdles

    NextEra has applied to the NRC to reinstate Duane Arnold’s operating licence and to the Midcontinent Independent System Operator (MISO) for an interconnection agreement. The company’s 10-K filed with the SEC for the financial year ending 31 December 2025 notes that failure to obtain the necessary regulatory approvals could result in impairment of capitalised amounts. That risk crystallised further in August 2026, when the NRC published a draft environmental assessment and a draft finding of no significant impact in the Federal Register under docket NRC-2026-1719, opening a public comment period on the reauthorisation of power operations. Regulatory approvals remain outstanding.

    James Danly, Deputy Secretary of Energy, said the plant’s planned restart in 2029 will ‘drive down electricity costs,’ though he offered no mechanism. The refurbishment will also squeeze an additional 14 megawatts from the facility, bringing its total capacity to 615 megawatts, according to NextEra. The DOE’s project page credits the restart with contributing toward the Trump administration’s goal of adding 5,000 megawatts of nuclear energy by 2030, with Duane Arnold’s output feeding into the MISO grid once online.

    An economic impact study cited on NextEra’s official project page projects more than $9 billion in economic benefits to Linn County and the state of Iowa over a 25-year operating term, along with approximately 400 high-quality long-term jobs, $320 million of annual economic activity in Linn County, and $346 million statewide each year during operations. The DOE estimates the restart will support approximately 462 permanent US jobs and an estimated 1,500 construction jobs.

    Google’s 25-Year Commitment and the Question of Local Benefit

    The commercial engine behind the restart is a 25-year power purchase agreement Google signed with NextEra, announced on 27 October 2025. Under the same set of definitive agreements, NextEra also moved to acquire the combined 30% interest in Duane Arnold held by Central Iowa Power Cooperative (CIPCO) and Corn Belt Power Cooperative, with CIPCO buying output from the plant under the same contract terms as Google.

    Ruth Porat, president and chief investment officer of Google and Alphabet, said in a statement: ‘Building on two decades of work in Iowa, including our recent $7-billion investment in the state this May, Google is proud to partner with NextEra Energy to reopen the Duane Arnold Energy Center.’ Google has operated a data centre in Council Bluffs, Iowa, since 2007. The company is reportedly looking to build up to six data centres near the facility.

    NextEra was direct about the arrangement’s terms for Iowa ratepayers. According to the company, the Google power purchase agreement ‘enables the investment to restart the plant and covers costs for the production of energy from Duane Arnold,’ and ‘energy customers in Iowa will not bear any costs associated with the power Google purchases from the facility.’ John Ketchum, NextEra’s chief executive, said during an earnings call that just 50 megawatts would be set aside for the local power cooperative, enough to cover 18% of Iowa’s demand growth since 2021, the year before ChatGPT was released.

    The nuclear revival is not confined to Iowa. Constellation Energy’s Crane Clean Energy Center in Pennsylvania is scheduled to restart in 2028 and generate 835 megawatts, backed partly by a power deal with Microsoft. At the Crane facility, the DOE estimates 627 permanent US jobs will be supported. Duane Arnold, Crane, and Palisades together represent the most accessible candidates in the country for nuclear recommissioning: plants shut more recently, with less decay in their physical infrastructure. Whether the handful of older shuttered sites, including San Onofre in California, can follow depends on how far the economics and the regulatory appetite stretch.

    With the Federal Register comment period now open and NRC licensing still pending, the 2029 restart date for Duane Arnold remains conditional. The next hard checkpoint is the NRC’s final environmental finding.
