Nevada robotaxi permits covering up to 8,000 vehicles were approved on 20 August by the Nevada Transportation Authority (NTA), setting the stage for the most concentrated autonomous vehicle competition any American city has yet seen, right in the middle of Las Vegas.
Tesla’s permit allows up to 5,000 robotaxis. Waymo received authorisation for up to 1,000 autonomous vehicles. A third permit, for 1,000 robotaxis, went to Aviari Services, a subsidiary of Uber, according to the Las Vegas Sun. Aviari will operate through partnerships with Hyundai subsidiary Motional and Zoox. Zoox also holds a separate, pre-existing permit for 100 robotaxis.
From 10 Vehicles to 5,000: Tesla’s Permit Reversal
The scale of Tesla’s new permit is especially striking given what happened just weeks earlier. On 27 July, the NTA had granted Tesla a temporary permit capped at just 10 vehicles, a fraction of the 5,000 it had applied for, according to Axios. That restriction had prompted market concern, with analysts questioning whether Nevada regulators would ever greenlight meaningful scale, according to TradingKey.
Tesla filed its application through a legal entity called Tesla Robotaxi, LLC, designated as Docket 26-05015 by the NTA. The August approval came with conditions: operations must commence within 120 days of permit issuance, crashes must be reported under Nevada Revised Statutes Chapter 706B, and companies are required to maintain inspection and repair records.
Eric Early, Tesla’s Cybercab chief engineer, was candid at the meeting about what the 5,000 ceiling actually represents in practice. ‘The 5,000 has always been a ceiling for us,’ he said. ‘I don’t think we’ll be in a position by this time next year to deploy 5,000 vehicles, and it’s not [because of] the technology. … I think we would be extremely happy and satisfied if we could get ourselves up to 2,500, maybe a bit higher than that in the next year.’
One further detail matters for expectations: Tesla will deploy driverless Model Y electric crossovers first under the new permit, rather than the purpose-built Cybercab, according to InsideEVs. On Uber’s side, Motional will use Hyundai Ioniq 5 crossovers fitted with autonomous technology, while Zoox brings a purpose-built, steering wheel-less pod.
What the Nevada Robotaxi Permits Actually Allow
The permits were approved under the framework established by Nevada Revised Statutes Chapter 706B and Nevada Administrative Code Chapter 706B, which govern autonomous vehicle network companies in the state. Geography matters here: although Harry Reid International Airport falls within the approved operating area, none of the companies can pick up or drop off at the airport without separate authorisation from the Clark County Department of Aviation.
The approved zone is effectively the Las Vegas metropolitan area, with testing concentrated in what the industry calls the Golden Triangle, the corridor between the airport, Las Vegas Boulevard, and its surrounding streets. Motional has also been testing in the downtown area and the Town Square shopping district.
Even at half the combined permitted ceiling, the footprint would be substantial. If each company reaches only half its permitted capacity, Clark County would still be absorbing more than 3,500 autonomous vehicles competing for the same pool of riders, across overlapping geographies, on the same ride-hailing platforms.
Las Vegas’s Workforce Caught in the Crossfire
The permits generated opposition at the NTA hearing. Kimberly Maxson-Rushton, a lawyer for the Livery Operators Association, set out two objections plainly: ‘These applications raise two grave concerns. One deals with the oversaturation of the commercial transportation industry as a whole in Nevada. And the second one deals with the overcrowding of the roadways, and specifically the Golden Triangle.’
Local taxi companies echoed her position, arguing the approvals move too far, too fast. The counterargument from robotaxi advocates is that the new permits will generate a different category of employment: maintenance workers, cleaners, and fleet technicians for the incoming vehicles. Whether that trade-off holds, or whether it favours the operators over the displaced drivers, remains the political question that Las Vegas’s city council and labour groups will be forced to answer as fleets actually arrive.
Uber, for its part, has tried to position Aviari as the moderate option. The company has lobbied for a regulatory model requiring robotaxis to operate on networks that also carry human drivers, a stance that distances it from Waymo’s fully autonomous model and simultaneously hedges against its own autonomous partners falling short. At the NTA hearing, Uber’s representatives argued that a hybrid approach would let cities absorb autonomous capacity gradually, matching peak demand rather than flooding the market at once.
The 120-day commencement clock is now running. Whether Las Vegas looks like a robotaxi city or a regulatory case study by mid-2027 will depend almost entirely on whether Tesla can move from 10 vehicles to thousands in under a year.
