    SpaceX and Tesla Lock In Terafab Chip Factory in Texas With $16.8bn Opening Bet

    The Terafab chip factory in Texas has a home: Grimes County, outside Houston, where SpaceX and Tesla confirmed on Thursday they will break ground on what Elon Musk, chief executive of both companies, called ‘the largest and most valuable building on Earth by far.’ The initial investment stands at $16.8 billion, though the project’s own paperwork hints at a figure that could eventually reach $119 billion.

    The scale is hard to anchor to anything familiar. SpaceX says the facility will eventually span more than 100 million square feet of manufacturing space, roughly ten times the footprint of Tesla’s main Gigafactory Texas building, according to the Austin American-Statesman. At least 3,000 jobs are promised to residents of Grimes and neighbouring Brazos County.

    What the Terafab Chip Factory in Texas Will Actually Build

    SpaceX’s announcement describes a vertically integrated campus that will handle the manufacturing, packaging, and testing of advanced logic and memory devices on a single site. The chips it produces fall into two categories: lower-power units designed for edge computing and inference, destined for hardware such as Tesla’s Optimus robots and self-driving Cybercabs, and high-power chips for SpaceX’s planned space-based data centres.

    The logic is straightforward. Musk’s commercial roadmap, spanning autonomous vehicles, humanoid robots, satellite infrastructure, and eventually lunar and Martian manufacturing, demands computing capacity that existing global supply chains cannot provide. Manufacturing Dive reports that SpaceX’s broader ambitions include space tourism and asteroid mining, all requiring sustained on-orbit data processing. Terafab is the supply-side answer to that demand curve.

    Intel has said it will contribute to the project, though neither company has disclosed the precise nature of that involvement. The August 6 joint announcement names only SpaceX and Tesla as investors; Intel and xAI, previously identified as participants, do not appear in the text of the formal statement.

    The Gap Between the Opening Bid and the Full Cost

    The $16.8 billion figure announced Thursday is substantially below earlier estimates. When SpaceX filed paperwork with Grimes County in May, the disclosed cost for Phase 1 alone was $55 billion, with potential to scale to $119 billion across all additional phases, as CNBC reported at the time, citing the filings. Chip analyst Ben Bajarin of Creative Strategies characterised Terafab as a ’15-year strategy.’ SpaceX made no mention of Terafab on its first-ever earnings call earlier this week.

    The Terafab chip factory in Texas also carries a significant public subsidy structure. The Texas Governor’s office confirmed a $30 million Texas Enterprise Fund grant extended to SpaceX for the project, and Terafab qualifies under the Texas Jobs, Energy, Technology, and Innovation (JETI) programme.

    At the school-district level, the figures are larger. Iola ISD and Anderson-Shiro Consolidated Independent School District each approved partial tax abatement deals by a vote of 5 to 2, with the two districts together approving $1.66 billion in breaks under the JETI programme, subject to approval from Governor Greg Abbott, according to The Texan. Phase 1 investment flowing to Iola ISD would exceed $6 billion; the Phase 1 figure for Anderson-Shiro ISD is over $10 billion.

    At county level, Grimes County approved three agreements with SpaceX on 3 June 2026: a reinvestment zone, a Chapter 312 tax abatement, and a Chapter 381 economic development agreement. The county agreed to abate 100% of ad valorem taxes on qualifying new tangible personal property, including equipment and machinery, for up to ten years per annual rendition. In lieu of property taxes, Terafab will pay the county $20 million annually for 35 years, per the Statesman.

    Community Pushback and Environmental Commitments

    The announcement followed a heavily attended Grimes County meeting on Wednesday, where hundreds of residents voiced concerns about the scale of the tax concessions and what they described as a lack of transparency in the approval process.

    SpaceX addressed one concern directly: it committed to sourcing water from the local Gibbons Creek Reservoir rather than drawing on local groundwater. The company also committed to building on-site wastewater treatment facilities and its own electric generation plants at the Terafab site.

    Anderson-Shiro superintendent Dr. Sarah Borowicz offered a measured defence of the arrangement. ‘We believe this agreement will strengthen our district, expand opportunities, and better prepare our students for their future,’ she said in a statement released by the Texas Governor’s office. ‘Our commitment now is to ensure that every opportunity created through this agreement is managed wisely, transparently, and always with students at the center of every decision.’

    SpaceX says its existing Texas footprint has already generated more than 56,000 direct and indirect jobs and more than $28 billion in estimated economic impact since 2024. Whether Terafab eventually costs $16.8 billion or balloons toward the $119 billion ceiling in its own filings may depend on how quickly the compute demand Musk is counting on actually materialises, and whether the regulatory goodwill holding the tax structure together survives the scrutiny that is already building.
